National Quality Assurance Standards (NQAS)
Measuring the quality in health facilities has never been easy, more so, in Public Health Facilities. This is why National Quality Assurance Standards (NQAS) have been developed keeping in the specific requirements for public health facilities as well global best practices.
NQAS are currently available for District Hospitals, CHCs, PHCs and Urban PHCs. Standards are primarily meant for providers to assess their own quality for improvement through pre defined standards and to bring up their facilities for certification.
The National Quality Assurance Standards are broadly arranged under 8 "Areas of Concern"–

These standards are ISQUA accredited and meets global benchmarks in terms of comprehensiveness, objectivity, evidence and rigour of development.
Kayakalp & Swachh Swasth Sarvatra
Clean environment improves healing and Fastens recovery, besides enhancing patients’ experience at health facility. The Union Health and Family Welfare Minister Shri J P Nadda has launched ‘Kayakalp Award Scheme’ on May 15, 2015 as an extension of 'Swachh Bharat Mission'. Aim of initiative which to improve and promote the cleanliness, hygiene, waste management and infection control practices in public health care facilities and incentivize the exemplary performing facilities. The scheme is intended to encourage and incentivize Public Health Facilities (PHFs) in the country to demonstrate their commitment for cleanliness, hygiene and infection control practices.
Initiated from District hospitals in 2015, the scheme expanded to PHC level (2016) and then covered all Urban Health Facilities by 2017.
The objectives of the award scheme are :
1) To inculcate a culture of ongoing assessment and peer review of performance related to hygiene, sanitation and infection control.
2) To incentivize and recognize public healthcare facilities that show exemplary performance in adhering to standard protocols of cleanliness, infection control and sanitation,
3) To create and share sustainable practices related to improving cleanliness in public health facilities which lead to positive health outcomes.
Swachh Swasth Sarvatra
Ministry of Health & Family Welfare (MoHFW) & Ministry of Drinking Water and Sanitation (MDWS) have started an integrated scheme under Swachh Bharat Mission named as "Swachh Swasth Sarvatra" on December 29, 2016. The aim of this scheme is to strengthen Community Health Centres in open defecation free (ODF) blocks across the country along with behavioural change to enable them achieve higher levels of cleanliness and hygiene with the goal of making India free of open defecation.
Three broad objectives of this scheme are:-
1. Enabling Gram Panchayat where Kayakalp awarded PHCs are located to become ODF.
2. Strengthening Community Health Centre (CHC) in ODF blocks to achieve higher level of cleanliness to meet Kayakalp standards through a support of Rs 10 Lakh under NHM.
3. Build capacity through training in Water, Sanitation and Hygiene (WASH) Of nominees from covered PHC and CHC.
Labour room Quality Improvement initiative (LaQshya)
It is estimated that approximately 46% maternal deaths, over 40% stillbirths and 40% newborn deaths take place on the day of the delivery itself. A transformational change in the processes related to delivery is required to achieve tangible results. Intervention is required during intrapartum and immediate postpartum period, so preventable death may be reduced in place where birth take place that is Labour room & Maternity OT. To ensure Quality of Care during intrapartum & immediate post-partum period in healthcare facility, Ministry of Health & Family Welfare (MoHFW) has launched Labour room Quality Improvement initiative named as LaQshya.
LaQshya was launched with the objective of reduction in the maternal and newborn mortality & morbidity due to occurrence of complication during and immediately after delivery, to improve Quality of Care during the delivery and immediate post-partum care, stabilization of complications and ensure timely referrals, and enable an effective two-way follow-up system to enhance satisfaction of beneficiaries visiting the health facilities and provide Respectful Maternity Care (RMC) to all pregnant women attending the public health facility. It is programmed to benefit every pregnant woman and newborn delivering in public health institutions.
Under the initiative, a multi-layered strategy has been framed such as concrete steps for infrastructure advancement, ensuring availability of essential equipment, providing adequate human resources, capacity building of health care workers and improving quality processes in the labour room. The NQAS (National Quality Assurance Standards) will monitor quality improvement in labour room and maternity OT. The LaQshya program is being implemented at all Medical College Hospitals, District Hospitals, First Referral Unit (FRU), and Community Health Center (CHCs) and will benefit every pregnant woman and new-born delivering in public health institutions.
